The consortium combines cybersecurity vendors, working hospitals, a European hospital federation, a Centre of Excellence, a standardisation body and an academic institution — so that what gets built is validated by the people who would have to run it.

Governance

How the consortium is run

General project management follows PMI practice, with decision making pushed as close to execution as possible and clear escalation when consensus cannot be reached.

General Assembly

The highest authority: one delegate from each partner, chaired by the Project Coordinator. Decides on overall policy, changes to the Consortium Agreement or objectives, and financial matters. Meets three times a year.

Technical Management Committee

The Coordinator, the Technical Manager and the Work Package Leaders. Ensures consistency between technical work packages, approves deliverables, and resolves technical conflicts at first level.

Project Management Board

Work Package Leaders and the chairs of the project boards. Handles day-to-day management matters that do not need the General Assembly.

External Stakeholders Group

Invited members from security and healthcare alliances, research institutes, industry, and national and EU regulators, providing continuous advice on the technical direction.

Innovation Monitoring Team

Led by EPBS with the Coordinator, the Technical Manager and IPR specialists from each partner. Monitors innovation, protects background and foreground, and manages access rights and licensing.

Quality Management Committee

Checks and ensures the quality of all project outcomes, under the Quality Assurance Manager and the Quality Plan.
